Well to begin with identify those people in the society for whom it will be a high impact positiev change! In my mind, people at the bottom of the pyramid, commoners who suffer most at the high handedness of the corrupt government staffers can be the biggest beneficiary!
Be it an autorickshaw wallah or roadside vendor... their empowerment and education and bring about a high impact change for them!!
